The Turkish Citizenship by Investment Programme was launched in 2017 and allows qualifying foreign investors to apply for citizenship under Turkish citizenship law and related regulations.

What Type of Property Qualifies?

The property has to be eligible — not simply expensive enough.

Advertised price alone does not determine citizenship eligibility. A property must satisfy current legal and valuation requirements, and its ownership history and seller structure may also affect whether it can be used.

Multiple qualifying properties can be combined under the purchase route, while certain promise-of-sale transactions are subject to different rules.

Fractional or jointly owned property acquired after 1 February 2023 cannot be used for exceptional acquisition of citizenship through this route.

Foreign investors may fund their purchase using currencies such as USD, EUR, or GBP, but the transaction must follow Türkiye’s official foreign-currency and banking process.

The Döviz Alım Belgesi — or Foreign Currency Exchange Certificate — records the relevant currency conversion through the Turkish banking system and forms part of the property evidence supporting the citizenship file.

Payment descriptions, bank receipts, transaction values, Title Deed records, and valuation evidence all need to align. Missing or inconsistent documentation can create problems later in the application.

After the Three-Year Holding Period

Once the restriction expires, the property can become fully liquid again.

After the required three-year period expires, the investor can request removal of the restriction and is then free to sell the property.

Requesting removal too early can create serious problems for the citizenship file or status.

For that reason, resale strategy should be considered before purchase. Location, build quality, rental demand, developer reputation, and future marketability matter even when citizenship is the initial objective.
